CODE 444 is an Otara youth movement Inspired & led by courageous young local student leaders to take action on school violence. They do this by creating opportunities for students to work & get to know each other through cross collaborative events & outings as well as the new development & execution of a new student charter of commitment that will be promoted at both secondary schools during lunch time event sessions. The Student Charter of Commitment is a public declaration that violence against each other is not part of our cultural tradition, and that the actions and solutions that work best for us as students lie within ourselves.
As students of this school:
• We will take a stand against all forms of violence within our school and community.
• We will hold each other accountable for any acts of violence.
• Resist peer pressure to act irresponsibly.
• Acknowledge and do my part to act consistently with the E Tu Whanau values.
• We will work to eliminate the risk of harm and build protective factors within our school to prevent violence
• Report anything that goes against the Code 444 charter (via e.g, student hot lines, anonymous student boxes, and “tell an adult” systems).
• Act in a way that contributes to a safe, inclusive and equitable environment for all that promotes zero tolerance for all forms of bullying, harassment and discrimination.
• Participate positively in the life and activities of our school by providing respectful and constructive feedback.
• Use information, Social media, photos & videos in a way that respects others privacy and prevents the misuse & viral sharing of information especially with gossip & fights are concerned.
As signatories to this Charter of Commitment, we declare:
• We will uphold the pride and the mana of our students & school.
• We will consciously live by traditional values (tikanga, aroha, whakapapa, mana/ manaaki, whanaungatanga, kōrero awhi)
• We will take responsibility for each other and each others wellbeing
• We will ensure all students are nurtured and protected throughout their time here in school.
As members of The CODE444 Youth movement:
• We will stand up, speak out and stop any transgressions – violence flourishes where there is secrecy or acceptance.
• We will take responsibility, act with integrity and be accountable.
• We will support our peers & all other students to be the best that they can be.
• We will be leaders and provide leadership within our own school to enable all students to prosper and soar.
The Charter of Commitment is a contract set up by CODEFOUR44 to get students on board to sign up and vow to take a stand against violence in and across their schools, similar to the E Tu whanau charter of commitment.
Code 444 were funded by E Tu Whanau in 2022 when it was founded. They were supported by Te Tai-awa o te Ora Charitable trust based in Otara who partnered with the rangatahi to support their kaupapa as well as holding the funds for CODE 444 and the young leaders are mentored by staff at The Otara Youth Hub.
The new 2024 CODE444 leaders are now funded by Foundation North for the year to continue on their aspirations in reducing school violence.

The name CODEFOUR44 was inspired by the southern motorway off ramp sign "Exit444" that leads motorists directly into the Otara/EastTamaki/Papatoetoe suburb community. For the CODEFOUR44 youth movement it's a representation of one route representing all areas as one. Although there may be several schools in their community, they ultimate come from the one area and should walk unified by that fact.
Some of CODE 444 goals include advocating for:
CODE 444 will also look to advocate for the following supports to be implemented across their schools:
- Safer, supportive school climate (e.g., school-wide behavioural expectations, caring school climate programs, positive interventions and supports, and psychological and counselling services).
- Encourage students to take responsibility for their part in maintaining safe school environments, including student participation in safety planning.
- Reiterate the school rules and request that students report potential problems to school officials.
- Remind students of the importance of resisting peer pressure to act irresponsibly.
- Create anonymous reporting systems (e.g., student hot lines, suggestion boxes, and “tell an adult” systems).
- Monitor school guests.
- Monitor school parking lots and common areas, such as hallways, cafeterias, and playing fields.
- Include the presence of school resource officers, security guards, or local police partnerships.
- Use security systems.
- Develop crisis plans and provide preparedness training to all staff members & students.
- Create school-community partnerships to enhance safety measures for students beyond school property.
- Cite school safety incident data. When possible, citing local data helps families and students feel more at ease if seeing a decrease in stats.
- Be a visible, welcoming presence at school, greeting students and parents and visiting classrooms.
- Conduct an annual review of all school safety policies and procedures to ensure that emerging school safety issues are adequately covered in current school crisis plans and emergency response procedures.
- Review communication systems within the school and with community responders. This should also address how and where parents will be informed in the event of an emergency.
- Highlight violence prevention programs and curricula currently being taught in school. Emphasize the efforts of the school to teach students alternatives to violence including peaceful conflict resolution and positive interpersonal relationship skills.
CODE 444 will also look to advocate for the following supports to be implemented across their schools:
- Student-Led Community Building and Conflict Resolution
- Anger Management
- Individual Counselling
- Family Counselling
- Training in Effective Communication
- Supports from the Dean’s Office
- School-wide & cross collaborative events to promote peace
- Teacher Training
